Fayetteville Technical Community College is pleased to offer financial assistance to our students through childcare grant funding. The Parents for Higher Education Child Care Assistance Program provides financial assistance with childcare tuition for full-time FTCC curriculum students.
Eligibility Requirements
An enrolled student may apply, or you will be enrolled in an approved curriculum with a household income of 200% or below the Federal Poverty Level and meets one or more of the following requirements:
- A parent with custody or joint custody of dependent children.
- A pregnant woman.
- An unemployed or underemployed homemaker whose primary responsibility is the care of the family but now needs marketable job skills.
- A displaced homemaker due to death, divorce, separation, or disability of a spouse and needs job training.
II. Application Requirements:
Students must submit income verification for all sources of income, birth certificate(s) for children needing child care, and more. The complete list of required documents is available at this link.
III. Responsibility of the Participant – The Parents for Higher Education (PFHE) Child Care Program participant must:
- Attend PFHE orientation.
- Be enrolled in at least 12 or more curriculum credits during the semester (9 hours continuously throughout the semester), with most of the curriculum credit hours in a face-to-face setting.
- Attend all curriculum classes.
- Attend mandatory group meetings and complete the required volunteer hours.
- Maintain a cumulative GPA of 2.0 or better.
- Be responsible for your child’s transportation to and from the childcare facility.
- Submit payment of $50.00 parent fee monthly to childcare facility (per child).
- Complete the Federal Student Aid (FAFSA) Application Process.
- Apply each academic year to receive childcare assistance through PFHE.
- Schedule an exit interview before dropping a course and/or withdrawing from school.
- Report the following student changes within five days: name, address, and telephone number.
- Notify the PFHE Coordinator of the child’s absence from child care.
- Submit documents according to deadlines outlined in PFHE Guidelines.

The Partnership for Children of Cumberland County and the North Carolina Partnership for Children fund the Parents for Higher Education (PFHE) program through the NC Smart Start grant. Follow this link for more information about the Partnership for Children of Cumberland County’s programs.
Note: If you currently receive childcare assistance through your county’s Department of Social Services, you are ineligible for the PFHE program. If your DSS eligibility will expire soon or you are on the waiting list we will need documentation of your status.
