The Parents for Higher Education Grant(PFHE)  is supported through two funding streams: The Partnership for Children of Cumberland County Inc., and the North Carolina State Subsidy Child Care Grant.

Fayetteville Technical Community College is please to offer financial assistant to our students through childcare grant funding.  The Parents for Higher Education Child Care Assistance Program provides financial assistance with childcare tuition for full-time FTCC curriculum students and to Corporate and Continuing Education students in an approved program.

Eligibility Requirements


I.            Application Requirements:

You must be enrolled in a full-time curriculum program or in an approved Corporate and Continuing Education program, have a household income at or below 200% of the Federal Poverty Level, and meet one or more of the following criteria:

  • A parent with primary or joint custody of dependent children.
  • A pregnant individual.
  • A homemaker seeking to develop marketable job skills after having focused on family care.
  • An individual who has experienced a change in family circumstances, such as the loss, divorce, separation, or disability of a spouse, and is now seeking job training.
  • A full-time student facing financial challenges related to daycare costs and a lower income.Application Requirements

II.             Required Documents:

To apply for the PFHE Child Care Program, students must submit the following:

  • Income Verification
  • Birth certificate(s) for all children.
  • Additional Documents: A complete list of required documents is listed on application.

III.          Participant Responsibilities

As a participant in the PFHE Child Care Program, you are expected to:

General Requirements:

  • Attend Orientation: Participate in the PFHE orientation session.
  • Course Enrollment: Be enrolled as a full-time curriculum student, with most of the credits in a face-to-face setting or as a Corporate and Continuing Education student in an approved course.
  • Class Attendance: Attend all scheduled classes.

Meetings & Volunteer Work:

  • Mandatory Meetings: Attend all required group meetings.
  • Volunteer Hours: Complete the required volunteer hours for the program.

Academic Expectations:

  • GPA: Maintain a cumulative GPA of 2.0 or higher.

Child Care Responsibilities:

  • Transportation: Ensure your child’s transportation to and from the childcare facility.
  • Parent Fee: Submit a monthly $50 parent fee to the childcare facility (per child).
  • Absences: Notify the PFHE Coordinator if your child is absent from childcare.

Ongoing Program Participation:

  • FAFSA: Complete the Free Application for Federal Student Aid (FAFSA) each year.
  • Reapply Each Year: Apply annually to continue receiving childcare assistance.
  • Changes to Information: Report any changes to your name, address, or phone number within five days.
  • Document Deadlines: Submit all required documents on time, according to PFHE guidelines.

Note: If you currently receive childcare assistance through your county’s Department of Social Services, you are ineligible for the PFHE program. If your DSS eligibility will expire soon or you are on the waiting list we will need documentation of your status.
